BEING THE DECLARATION TEXT AND MANIFESTO PRESENTED BY COMRADE ACTIVIST SUNDAY ADEKANBI ASUKU FOR NATIONAL PRESIDENT OF THE SECOND LARGEST STUDENTS MOVEMENT IN NIGERIA (NATIONAL ASSOCIATION OF POLYTECHNIC STUDENTS, NAPS), THIS DAY 2nd SEPTEMBER 2019 AT KADUNA POLYTECHNIC KADUNA.
PROTOCOL.
I bring you fundamental greetings in the spirit of struggle and egalitarianism.
I deem it quite reasonable to properly disclose my profile for the sake of familiarisation and in the interest of the general public.
By the virtue of nomenclature, I'm Sunday Adekanbi Asuku (PKA Adex), i hail from Kogi state, Okehi local government precisely, from the family of the great AKOBE of Ebirra land, i earned my National Diploma (ND) in Chemical Engineering from the largest and prestigious polytechnic cut across the south of Sahara to the North of Limpopo *KADUNA POLYTECHNIC *after my ND days, i proceeded for my Industrial Training (IT) afterwards i decided to acquire knowledge in computer training so i enrolled in Florin Computer Institute, Lagos State where i got a Diploma certificate in computer programming, Diploma in computer Engineering (trouble shooting, repairs, dissembling and assembling) after which i applied for direct entry (DE) for degree program in Federal University of Technology Minna, unfortunately i was offered provisional admission to study Pure and Applied Chemistry, contrary to my field of discipline (CHEMICAL ENGINEERING) so i declined, i re-applied but luck wasn't on my side as i am so passionate about my child hood dream of becoming a Chemical Engineer, i then applied for Higher National Diploma (HND) same course but Kaduna Polytechnic this time, i was offered admission and i gladly accepted the offer (currently in my finals) .
As an Activist, comrade and concerned youth of Nigeria,i am an active member of numerous students /youths organisations, NGOs and CSOs both local, regional and international based among which are National Association of Polytechnic Students (NAPS), National Association of Nigeria Students (NANS), National Youth Council of Nigeria (NYCN), New Generation Ambassadors of Nigeria (NGAN), Northern Youth Assembly of Nigeria (NYAN), West Africa Polytechnic Students Union (WAPSU), Africa Youth Economic and Political Network (AFRI-YEP), Pan African Students Democrat, All Africa Students Union (AASU), International Youth Peace Initiative (IYPI), Nigeria Society of Chemical Engineers (NSCHE), Young Africa Leaders Initiative Network (YALI NETWORK, a platform launched by former president of the United States of America, Barrack Obama), Congress of Nigeria Youths (CONYO).
As a product of grace, i have been opportune to serve in different capacities both elective and appointment (Unions and Associations) with imprint and laudable achievements, I was one time Chief Security Officer to emeritus National President of NAPS Comr. Mustapha Tijjani, one time Chief of Staff to emeritus Senate President of NAPS Comr. Amb. S A Lukman (AIG), one time special adviser on campus affairs to emeritus Deputy Senate President of NAPS Comr. Abdulmajeed O Oyeniyi (Aluta Jay), sitting coordinator of CONYO Kaduna state under the National leadership of Ambassador Mumeen Ibrahim (Bebe), one time secretary of Transition Committee, Kaduna Polytechnic under the stewardship of Comr. Mamman Babangida (the then SUG President/chairman CTC), Member Kadpoly concern students forum and emancipation forum for concern comrades (EFCC) under the astute stewardship of Amb. S A Lukman (AIG), and finally by the grace of God i am the sitting Senate President of National Association of Polytechnic Students (NAPS).
As a product of sound and intellectual school of thought, i developed a strong enthusiasm for total emancipation of Nigeria students and youths from the shackles of mental slavery, victimization, exclusion of my generation in politics and governance, as a crusader for youths inclusion in governance, i actively joined the campaign for NOT TOO YOUNG TO RUN BILL, it is on record that as the Senate President, i run campus based activism such as rapid response to cases that has to do with students welfare(lack of water and light on campus, case study of Fedpoly Kaura Namoda), i also ensure that managements don't take advantage of students by running unaccredited courses, i ensure that managements call for accreditation of some courses that have been floating for years thereby graduating students can't go for service nor apply or do anything with their results, i made sure those courses were accredited by NBTE and the students are currently undergoing NYSC (case study of Abdu Gusau Polytechnic, Talata mafara Zamfara state), quick intervention to reject exorbitant charges on students, we demanded immediate reversal (case study of ICT polytechnic saapade Ogun state ,same as Federal polytechnic Ado Ekiti ) my leadership as the Senate President also declared the atmosphere of Kaduna polytechnic non-conducive for learning resulting from dilapidated structures, bad hostel facilities, bad roads, campus black out etc upon the resumption of Prof IM Bugaje as the substantive Rector, despite the negligence of the Government, the workaholic Rector shared our pain and went extra mile to fix dilapidated structures, bad roads and illuminated the whole campus, quick intervention of the Senate arm during the occultic clash in Nekede community of Imo state where one of our institutions is situated, we advised the management to call for a round table discussion inviting the security personnels, community leadership,school management and students representative which lead to total calmness and peace was fully restored, the Senate arm under my watch joined the executive arm to battle against ASUP strike by issuing ultimatum to both FG and ASUP to call off strike, shortly after the leadership of NLC failed the Nation by compromising their stand, we the NAPS leadership lead the armless batallion to barricade the entrance of Nnamdi Azikiwe International airport Abuja for hours and then proceeded to the ministry of Education Abuja where we locked the minister, permanent secretary, ASUP leadership and the Executive Secretary of NBTE up in the building where they were holding meeting, we demanded that they must reach a compromise, after serious disturbance by the aggrieved students outside, we were invited to join the meeting and we resolved that the strike be called off in no distant time, to the glory of God the strike was called off the following week, the Senate arm under my leadership visited twenty five (25) institutions on FACILITY INSPECTION TOUR (still going on), the Senate arm held three (3) senate meetings in Kaduna, Abuja and Bida (emergency senate meetings not inclusive) ,familiarisation with managements and unions, conflict resolution, etc.
In the spirit of consolidation and redirection of struggle to further keep the flag and banner of NAPS waving coupled with that of our generation as active citizens, haven understood the basis, rudiments, fundamentals necessary tools and requirements to move NAPS to her promised land, i hereby offer myself once again as that PUBLIC SERVANT for further emancipation of our dear organisation (NAPS).
As an ideological inclined student /youth, my aspiration is birthed out of passion to change the narrative and challenge the status quo about our generation not ready to lead and take responsibilities, we must see this as a preparatory ground for greater challenges and to further re-brand the image of NAPS.
It's of great cogency i state categorically and emphatically that my agenda was conceived from what i tagged THE NAPS OF MY DREAM.
The Agenda And Blue Print
1) *Polytechnic Act and Establishment of Nigeria Polytechnic Commission (NPC).*
Over time, the need for Nigeria Polytechnic Commission can not be over emphasis, one will expect recent ammendment of Polytechnic act to feature this but its never, we shall need to revisit, as Nigeria government gives ambient environment for concentration on regulation of respective studies in education sector, the continue deprive of technical and vocational sub sector need to be address with consistent engagement of Authority concern on the need to relive National Board For Technical Education NBTE the supervising and regulating role over polytechnics since ith has 400 institutions under her purview, while universities commission NUC, colleges of education commission NCCE, Normadic education commission NNEC, Islamic Education commission NIEC all had special commission regulating they affairs hence the jampack of Polytechnic with Technical Colleges awarding certificate under NBTE need to be address except our dear nation is not interested in advancing technologically. Our leadership shall engage National Assembly, Presidency, Federal Ministry of Education and other critical stakeholder to actualise this all important commission to take care of Polytechnics Only for effective management and enhancement of the sector and the economy.
2) *Upgrading and Autonomy for polytechnics to an independent degree awarding institutions (B. tech)*
Our worries over the running of degree programs by Polytechnics in affiliation to some universities in the country call for constructive assessment of true state Polytechnic and her capacity. An institution who trains students with her facilities both structural and human but certifies such student with another institution show hypocrisy and deliberate gang up against our sector, our leadership will not leave any stone on turn in realizing a standard is set for any polytechnic who meet up to secure Autonomy to award independent degree certificate in such discipline as obtainable in Accra Polytechnic, Ghana and some United Kingdom polytechnic universities. These we shall push holistically with intellectual engagement of Authority and stakeholders in the sector.
3) *Reconsideration of monotechnics such as College of Health Science, College Of Agriculture, Cooperative College, College of Forestry and Mechanization and other allied institutions awarding National Diploma and Higher National Diploma into tetfund intervention.*
Government policies must stop coming with discrimination, Nigerians are those in university, polytechnic and Monotechnics so while the exclusion of the mono from Tetfund intervention, the abandoned bill in National Assembly to recapture the excluded Monotechnics will receive our solidarity and aggressive support so all citizens school in Nigeria can benefit infrastructural and capacity intervention of Tetfund.
4) *Effective Working Relationship Between NAPS, COHEAD, ASUP and other Staff Unions in Polytechnic*
The need for mutual working relationship among critical stakeholders in polytechnic is synonymous to victory for the sector in all ramification, the idea of student union leaders and student populace getting to know of industrial action by staff union via circular on notice board shouldn't continue, before strike action student union body must have strive hard to mediate between the authority concern and the union in question this is only feasible when studebt union body both local and national assume as sincere position with sagacity and considerable unbiased disposition to issue of general importance. Naps under my watch shall reposition student union goverment to actualise this feat in their respective institution and NAPS at national by instituting special mutual relationship with staff union and management authority.
5) *Complete abolishment and full implementation of HND /Bsc dichotomy resolution of National Council on Establishment.*
The Struggle of past leadership of NAPS and ASUP including effort of Regulatory bodies like NBTE on the above subject matter must be complimented, the full implementation of the latest resolution of National Council on Establishment which lift embergo on career progression of HND holders in Civil Service beyond level 14 once relevant post graduate diploma in relevant field is provided must have it effect across board, this will be a priority for my leadership to take before state government for the benefit of HND holders already in state Civil Service and those of us coming behind.
6) *Prompt Payment and Clearance of Backlog of IT/SIWES allowance.*
Continue withheld and shortchanging of Polytechnic Students on industrial Work Experience Scheme need urgent adddress, over 7 years now that student have stop recieving 10,000 siwes allowance, my leadership shall engage industrial training fund, federal ministry of industry, trade and investment and national assembly including EFCC and ICPC to dig the root of this diversion and ensure student smiles again on this compulsory scheme allowance
7) *Proper Funding and Equipping of Polytechnic Workshops And Laboratories* To enable polytechnic produce full baked technologist as such makes our institutions problems solving grounds, I shall interface with ministry of science and technology and other relevant MDA to assist our sector with intervene centers as well step up campaign against underfunding of technical education sector.
8) *Campus To Campus Intervention, Orientation And Campaign* Against social vices such as Sex For Marks, Female Student Molestation and Harassment, Cultism, drug abuse, indecent dressing, human trafficking, rape and others relate immoral acts on campus, I will constitute committees regionally to Take on this campaign as well revived complains from students to pursue justice for victim, democratically elected student union goverment will be aggressively restore while all politically victimize student leadership will have their files revisited for unconditional reinstatement
9) *Uninterrupted And Stable Academic Calendar .* My leadership shall guide jealously an uninterrupted academic calender to ensure no cause for delay in our target year of graduation by working round the clock with rapid respond attitude to all issues capable of shutting down any polytechnic in Nigeria or nationwide.
10) *Ease Communication and Research For students.* my leadership shall key in to the ongoing partnership with some communication company to have social Sim Card for unlimited call time and free data at month low rate for polytechnic students and staff to ease communication and research on the move.
